Mrs. Juliet Sale is the Regional Director of the West Africa Regional Office of the United Cities and Local Governments of Africa (UCLGA). She is an expert in matters of decentralization, local governance and local development. She is also very vast with issues of Local Finance and Urban Management with lots of experience in Africa. She managed the Africa Decentralisation Observatory where she coordinated the elaboration and publication of “The State of Decentralisation in Africa”. Mrs. Juliet Sale also coordinated the elaboration of the report on Local Finance in West and Central Africa published by UCLG World Secretariat – GOLD Report. She managed West and Central Africa component of the European Union funded programme destined for the Africa, Caribbean and Pacific (ACP) Group of States on strengthening the capacities of local governments and their association to engage in structured political dialogue with the central governments and the development partners especially the European Union. She has supported and strengthened local authorities and managed Local Economic Development (LED) projects in West and Central Africa building the capacities of the officers of the municipalities to implement LED in their municipalities for the effective achievement of the Sustainable Development Goals. She supported the creation of Africa Local Elected Women’s Network at UCLG Africa. Presently, Mrs. Juliet Sale is in charge of promoting decentralisation and strengthening local governments’ capacities in West Africa to enable them deliver on their mandate, as well as, promoting the recognition of local authorities as key partners in development in their own right.
